Expanding business variations to optimize opportunities and increase competitiveness is certainly the ambition of many business actors. However, it is important for every business actor to pay attention to the legality aspects of running their business.
One of the key elements in ensuring business legality is to comply with the risk-based licensing provisions stipulated in Government Regulation No. 5 of 2021. This regulation stipulates that every business actor is required to have a Business Identification Number (NIB).
This NIB is obtained based on the Indonesian Standard Field Classification (KBLI) category listed in the Online Single Submission (OSS) system. The KBLI is a standard classification of economic activities in Indonesia which is used to identify the type of business run by business actors.
Well, for business actors who want to expand their business by adding a variety of business activities, in addition to including the main KBLI in the business establishment deed, they are also required for supporting KBLI.
This supporting KBLI is needed to provide a complete picture of all business activities carried out, thus facilitating the licensing process and ensuring all aspects of the business are in accordance with applicable regulations.

What are KBLI and Supporting KBLI?
Article 1 of GR 5/2021 explains that business licensing is the legality given to business actors to start and run their business and/or activities, the license is based on the level of risk of business activities.
As mentioned, an important point in the business license is that business actors are required to have a NIB. In order to obtain an NIB, business actors can make an application in the OSS system by selecting the KBLI code.
KBLI is regulated in Central Statistics Agency Regulation Number 2 of 2020 concerning the Indonesian Standard Industrial Classification (BPS Regulation 2/2020).
Where according to Article 1 of BPS Regulation 2/2020, KBLI is a classification of Indonesian economic activities/activities that produce products/outputs, both in the form of goods and services. This is based on business fields that are used as standard references and tools for coordination, integration, and synchronization of statistical implementation.
Generally, business actors will choose KBLI in accordance with the main type of business listed in the deed of establishment of the business entity. This is what is usually called the Main KBLI.
However, it is not uncommon for business actors to open new business activities in the middle of their main business activities. With the existence of new business activities that are a supporting function of the main business activities, business actors are required to choose the appropriate Supporting KBLI.
Furthermore, Article 187 paragraph (3) of GR 5/2021 explains that supporting business activities are:
- Activities that aim to support the smooth running of the main business activities;
- Not a source of income for business actors; and
- Can be carried out and completed in advance of the main business activities.
What types of business activities are included in the Supporting KBLI?
It is known that supporting KBLI is a group of business activities that function as supporters of the main business activities. In addition, supporting KBLI also needs to be inputted in the OSS system.
In this case, business actors can make changes or adjustments in the features available in the OSS system account, namely Business Data Changes.
Here are some examples to make it easier to understand the types of businesses included in the supporting KBLI:
- Business actors have previously owned a new car wholesale trade business and have chosen KBLI 45101 as the main KBLI. For example, if a business actor wants to open a supporting business such as providing car services for cars sold, then the business actor can add KBLI 45201.
- Previously, a business had KBLI 56101 which classified it as a restaurant and mobile food provider. However, when the business wants to expand its reach by providing cakes and bakeries, it can add KBLI 10710.
KBLI that cannot be mixed with other business activities
In general, there are no rules governing the maximum number of KBLIs that can be selected in a single business license (NIB). Therefore, choosing multiple KBLI types in one business license is allowed.
However, it is important to note that not all types of business activities can be combined with other business activities. This means that each business activity should only have one specific KBLI or what is referred to as KBLI Single Purpose (Article 15 paragraph (1) of BKPM Regulation Number 4 of 2021).
Below is a list of KBLI codes and types that are included in the Single Purpose category or business fields in accordance with statutory regulations, where business actors can carry out these business activities on condition that they are not involved in other business fields, namely:
- Health Sector
- 86103: Private Hospital Activities
- Transportation Sector
- 50111: Linear Home Navy for Passengers
- 50112: Domestic Sea Transportation of Trampers for Passengers
- 50113: Inland Navy for Tourism
- 50114: Pioneer Domestic Sea Transportation for Passengers
- 50135: Domestic Sea Transportation People’s Shipping
- 50144: People’s Shipping Overseas Sea Transportation
- 50211: Linear River and Lake Transportation (Fixed and Regular Routes) for Passengers
- 52221: Sea Port Service Activities
- 52222: River and Lake Port Service Activities
- 52223: Ferry Port Service Activities
- Shipping Sector
- 52240: Cargo Handling (Loading and Unloading Goods)
- 52291: Transportation Management Services (JPT)
- Broadcasting Sector
- 60102: Private Radio Broadcasting
- 60202: Private Television Broadcasting and Programming Activities
Therefore, although one NIB can contain several KBLI as the main KBLI and supporting KBLI, it is important for business actors to pay attention to which sector categories can only contain one KBLI in one NIB.
