OSS RBA is a risk-based licensing platform for businesses to start or continue their business activities based on the risk level of their business activities. In accordance with Government Regulation No. 5 of 2021 on the Implementation of Risk-Based Business Licensing, this electronic system aims to simplify and accelerate the business licensing process.
OSS-RBA or Online Single Submission Risk-Based Approach (Integrated Online Licensing with Risk-Based Licensing Approach) replaces the previous version, OSS 1.1.
As the name implies, OSS-RBA, business licenses will be issued through a risk approach.
Business actors only need to apply for licenses according to the risk level of their business activities.
For example, low-risk business activities only require a Business Identification Number (NIB), while high-risk business activities require both a NIB and a business license.
OSS is intended for all companies that will apply for a business license in Indonesia, be it in the form of an individual or business entity, MSME or non-MSME. Please note that OSS has been integrated with several other Ministry systems, such as DG AHU (Ministry of Law and Human Rights) and KSWP (DG Tax). To expedite the registration process, make sure:

  1. Description of the purpose and objectives in the company’s articles of association in accordance with the 2020 Indonesian Standard Industrial Classification or KBLI 2020.
  2. The place of business has a Location Permit, Aquatic Location Permit, Environmental Permit and IMB
  3. The tax report of the owner or person in charge of the company is in order
  4. Business activities that are carried out have no impact on the environment or if included in business activities that have an impact on the environment, must have an environmental impact analysis.

If NIB and Business License have been obtained, then business activities will become easier and smoother. So that any problems related to permits can be resolved properly without any obstacles.

What is the general flow of business license issuance through OSS-RBA?

First, businesses register through the OSS-RBA website to gain access by creating a username and password. For business actors who are Indonesian citizens (WNI), the requirement is to have a Population Identification Number (NIK), while for foreign nationals (WNA), the requirement is to have a passport number; both Indonesian citizens and foreigners must have an active email to create an account on the OSS-RBA platform. The next step is to enter the business field and investment value.
After all data is completed, the system will issue an NIB.
Notification will be provided to each government agency authorized to issue business licenses.
If verification is required, the authorized government agency will verify the suitability of the business. The OSS-RBB system will then verify the application with a status of approved, incomplete, or rejected.
The system will also send a request to complete the necessary requirements if the status is incomplete.
Business actors with low-scale and medium-low scale risks can complete their business license processing through OSS-RBA.
The law stipulates that business activities that do not have a significant impact on the environment and natural resources or are easy to run can start their activities directly after obtaining an NIB.
Meanwhile, medium-high and high-risk business activities are required to have a NIB, then the ministry/agency/local government will verify the requirements/standards and supervise the business activities.
