The Ministry of Religion’s Halal Product Guarantee Agency (BPJPH) said there are three groups of products that must be halal certified in 2024. This is in accordance with the applicable provisions in Government Regulation (PP) No. 39 of 2021 concerning the Implementation of the Halal Product Guarantee Field. According to Article 140 of PP 39/2021, products that are required to have a halal certificate in 2024 are:

  1. Food and beverage products;
  2. Raw materials, food additives, and auxiliary materials for food and beverage products; and
  3. Slaughter products and slaughter services.

The Head of BPJPH of the Ministry of Religion, Muhammad Aqil Irham, explained that the first staging period for halal certificate obligations will end on October 17, 2024. Where the three product groups described above must be halal certified as the first staging period ends. Then for some other products, the details can be seen as follows:

What is the Importance of Halal Certificate?

The Indonesian Ulema Council (MUI) halal certificate is a written MUI fatwa stating the halalness of the product in accordance with Islamic law. Halal certificate is also a requirement to obtain permission to include halal labels on packaging from authorized government agencies. In addition, the purpose of this halal certificate is to provide certainty of halal status, so that it can reassure consumers in consuming it. The continuity of the halal production process is guaranteed by the manufacturer by implementing a Halal Assurance System. Apart from being presented, halal certificates also have other functions that can benefit businesses and consumers, including:

  1. Gaining the trust of Muslim consumers
  2. Superior to competitors who do not yet have halal certificates
  3. Legal proof of a product or service that has something in accordance with Islamic law, from raw materials to the manufacturing process.
  4. Facilitate Muslim consumers in making decisions to choose products that are in accordance with religious teachings by choosing halal products.
  5. Helping companies to market their products globally, especially the Muslim market
  6. Assist the government and religious organizations in monitoring and ensuring that marketed products comply with applicable regulations.

Steps and Procedures for Halal Certificate

Launching from the halal.go.id page, the process of taking care of a halal certificate can take 21 days. Here is the flow and how to take care of a halal certificate:

Prepare Supplementary Documents

Business actors must prepare complementary documents to apply for a halal certificate. The documents include:

  • Business data, in the form of KTP, NIB, NPWP, SIUP;
  • Product name and type;
  • list of products and materials used, in the form of raw materials, additives, and auxiliary materials;
  • Product processing, starting from the process of purchasing, receiving, storage of materials used, processing, packaging, storage of finished products distribution;
  • Halal product assurance system document

Enrollment

Registration is done online at https://ptsp.halal.go.id. Before registering, register first using an active email. Then, login with the registered email. Select the origin of the business, whether foreign, domestic, or government agency. Then write the NIB in the column provided. After that, follow the registration steps on the page.

Document Completeness Check

After registering, BPJPH will check the completeness of the business documents and determine the Halal Examining Agency (LPH) that will examine or test the halalness of the product. This process usually takes two working days.

Product Halal Inspection or Testing

LPH will then inspect and test the halalness of the registered product. This process usually takes 15 working days.

Determination of Product Halal

After passing the product inspection and testing, MUI will determine the halalness of the product through the Halal Fatwa Session. This process usually takes three days.

Halal Certificate Issuance

BPJPH then issues a halal certificate. This process is usually quite short, lasting only one working day.

The consequences of not applying for a Halal Certificate

Based on Article 2 of PP 39/2021, having a halal certificate is an obligation that must be taken care of by business actors. If you do not have a halal certificate, there will be administrative sanctions in the form of:

  1. Written warning;
  2. The maximum administrative fine is up to IDR2 billion;
  3. Revocation of halal certificate; and / or
  4. Product withdrawal from circulation
