A health certificate is a certificate issued by the local City/District Health Office in order to control food factors, people, places, processing, and food processing equipment that can or may cause disease or health problems. Thus, this certificate is a supervisory tool for the government in order to protect consumers and reduce the risk of health problems for the community. This health guarantee is regulated by the Health Office through the Certificate of Hygiene Sanitation Jasaboga (SLHSJ) which is one of the certificates that must be owned to strengthen and increase people’s trust in the food products produced. Yes, the procurement of SLHSJ basically aims to ensure sanitary hygiene so as not to endanger health. Another goal is to avoid infectious diseases due to outbreaks and not cause other diseases. This certificate also regulates the safety, quality, and nutrition of food traded in Indonesia. The eligibility of businesses that receive SLHSJ is based on the hygiene of receiving raw materials, processed food, manufacturing, transforming, packaging, packaging, transportation, and serving. Legal Basis for Certificate of Good Health

Actually, it has been years ago that the Ministry of Health (Kemenkes) decided on the obligation of food service businesses (especially catering services and restaurants) to have a health certificate. However, since Law No. 11 of 2020 on Job Creation was passed, there have been various changes and adjustments to various business licenses. Where the business licensing system changes to risk material, known as the Online Single Submission Risk-Based Approach (OSS RBA). Since then, the health certificate has also been used as one of the standard certificates to fulfill risk-based business licensing.

Based on Government Regulation No. 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, business activities that have a low medium risk level and a high medium risk level are required to have a standard certificate as one of the business licensing instruments. The certificate of fitness for purpose acts as a Business License to Support Business Activities (PB UMKU) or non-classified Indonesian Standard Business Field (non KBLI) license.

What are the categories of businesses that must have a health certificate?

Referring to Permenkes No. 14 of 2021, here are the business categories that must have a health certificate as their PB UMKU:

KBLI 56101: Restaurant

This includes franchised restaurants and restaurants with branches.

KBLI 56290: Food Service Providers for Specific Periods

  • Medium-scale businesses, which are class B services, are catering services that serve the general public with services above 750 servings per day orders or fulfill special activities/needs, among others:
    • Hajj embarkation/debarkation
    • Dormitory
    • Offshore drilling
    • Company
    • Domestic land and sea public transportation
    • Correctional Institution (Lapas)
    • Detention Center (Rutan)
    • Hospital
    • Training center/place
  • Large-scale businesses, which are class C catering services, are catering services that serve the needs of international public transportation and aircraft.

KBLI 56210: Food Services for Specific Events (Event Catering)

KBLI 10391: Soybean Tempeh Industry

A Specified Food Processing Point (TPP) is a TPP whose products have a shelf life of one to less than seven days at room temperature.

KBLI 10392: Soy Tofu Industry

KBLI 11052: Refillable Drinking Water Industry (Drinking Water Depots)

Requirements for Obtaining a Certificate of Good Health

Referring to Permenkes No. 14 of 2021, here are some general requirements for businesses to obtain a health certificate:

  1. Proof of business license application to the relevant local government
  2. Fulfillment of health certificate requirements one year after the NIB is issued by the OSS institution
  3. Specifically for Drinking Water Depots (DAM), fulfillment of the health certificate requirements before the NIB requirements are issued by the OSS Agency.

Meanwhile, still referring to the same regulation, here are the specific requirements for businesses to obtain a health certificate:

  • Evidence of laboratory test results on the fulfillment of Environmental Health Quality Standards (SBMKL) for ready-to-eat processed food which includes biology and chemistry, as follows:
    • The biological parameter examined was Escherichia coli, which is an indicator of fecal contamination of the food and equipment used.
    • Food samples must also be negative for chemical contaminants such as formalin, borax, Rhodamine B, and Metanil yellow.
    • If processed ready-to-eat food is suspected to be potentially contaminated with other hazards, it is necessary to test certain parameters such as mining areas and industrial areas.
    • Laboratory test results are valid for a maximum of one month from the time they are issued by the competent authority, calculated at the time of submission of the certificate of fitness for purpose.
    • Laboratory test results of DAM production water are in accordance with the provisions of the Permenkes on Drinking Water Quality.
  • Proof of statement of fulfillment of health requirements for ready-to-eat processed food is carried out using the Environmental Health Inspection Form (IKL) by health workers and self-assessment forms by business actors.
  • DAM-specific health requirements
  • Fulfillment of personnel (managers/owners/responsible persons of TPP and food handlers), including:
    • Training certificate
    • Certificate of competency
    • The number of food handlers who must be training certified is divided into:
      • Restaurants are at least 50 percent;
      • Food service class A is at least 20 percent;
      • Food service class B is at least 50 percent;
      • Food service class C is at least 100 percent;
      • Certain TPPs are at least 50 percent;
      • DAM is at least 50 percent.
    • Food handlers and business actors/managers/owners/responsible persons of TPP must be healthy and free from infectious diseases and maintain personal and environmental hygiene in the management of ready-to-eat processed food businesses.
  • Self-assessment by business actors in accordance with the applicable format

What is the Procedure for Obtaining a Certificate of Good Health?

After fulfilling the general and specific requirements above, business actors can then apply for a health certificate with the following steps:

  1. Applicant submits files to the local City/District Health Office
  2. The officer reviews the application file for a certificate of healthiness
  3. If the administrative requirements are complete, the officer will conduct a visit to the food service premises (Environmental Health Inspection) to assess the adequacy of the building, equipment, and staffing requirements.
  4. Not only that, Public Health Division officers will also take food samples to examine the materials used physically, chemically, and bacteriologically.
  5. The officer reports the results of the examination to the Head of the City/District Health Office.
  6. If the results of the visit meet the requirements, the process of printing the health certificate will continue.
