What is SSW?

Currently, the Surabaya City Government is actively socializing and urging the public to take care of licensing through the Surabaya Single Window.
Surabaya Single Window is expected to minimize direct contact between applicants and officers and prevent the spread of the Covid-19 virus.
To optimize this service, the Surabaya City Government said that taxation services, population administration (adminduk), and health can now also be done through the Surabaya Single Window.
In addition to preventing the spread of the Covid-19 virus, this strategy was also carried out as an effort to increase economic growth which had collapsed since the Covid-19 Pandemic occurred in Indonesia.
Then, what exactly is the Surabaya Single Window?
According to Surabaya Mayor Regulation No. 21 of 2019 concerning Integrated Licensing and/or Non-Licensing Services in Surabaya City, Surabaya Single Window (SSW) is a system that enables a single submission of data and information, single and synchronous processing of data and information and decision-making in accordance with the duties and functions of each regional apparatus in terms of licensing and non-licensing services.
So, SSW can be interpreted as an integrated service system to manage licenses, taxes, or other administration online owned by the Surabaya City Government.
SSW was inaugurated in 2013 with the aim of facilitating Surabaya citizens and foreigners who want to invest and open businesses in Surabaya.
SSW itself has been integrated with the online Management Information System (SIM) in several SKPDs or work units coordinated through the Communication and Informatics Agency (Diskominfo) so that many licensing services can be taken care of through SSW.
Currently Surabaya Single Window has 142 licensing services issued by 19 Regional Apparatus Organizations (OPD).
Article 7 of Surabaya Mayor Regulation No. 21 of 2019 states the types of licenses and/or non-licenses that can be processed through SSW, including:

1. City Plan Certificate (SKRK) – Building Permit (IMB) for Residential House.
2. SKRK-IMB for UMKM Warehouse/Shophouse/Rukan Building Area < 1300 m² which is completed with a Statement of Ability to Manage and Monitor the Environment (SPPL) document, Drainage System Direction, and/or Traffic Impact Analysis (Andalalin).
3. SKRK-IMB that is accompanied by SPPL, Drainage System Direction, and/orAndalalin documents.
4. SKRK- IMB equipped with Environmental Management and Environmental Monitoring Efforts (UKL/UPL) and Environmental Permit documents, Drainage System Direction, and/or Andalalin.
5. SKRK- IMB that is equipped with Environmental Impact Assessment (AMDAL) documents and Environmental Permit, Drainage System Direction, and/or Andalalin.

The above licenses will be processed simultaneously and then issued sequentially and handed over to the applicant simultaneously.
Usually, the license processing time can last for 14 – 30 days depending on the completeness of the applicant’s data.
In addition to the above licenses, SSW also provides an online independent partial license registration service.
The service consists of 21 fields and each field covers several licenses.
The licenses in question include:

1. Industrial Business License (IUI)
2. Trade Business License (SIUP)
3. Shopping Center Business License (IUPP).
4. Wastewater Disposal Permit (WWTP).
5. Environmental Permit.
6. Registration Certificate of Specialized Job Exchange (BKK)
7. Ratification of Company Regulations.
8. Registration of Collective Labor Agreements.
9. Recording of Specified Time Work Agreements (PKWT).
10. Various types of taxation services such as Land and Building Acquisition Tax (BPHTB), Hotel and Restaurant Tax, Billboard Tax, and Land and Building Tax.
